380 V is the nominal line voltage. In fact, there is always more. What voltage can be in the wire? Overhead lines are of different voltage classes from 0.4 kV, 6, 10, 35 up to 750 kV.

Step voltage is dangerous even at 220 and 380 V. That is, it is not necessary to advance - it is enough to approach an unacceptable distance and the person will be electrocuted. Outside the premises, you cannot approach the broken wire closer than 8 meters, and in rooms closer than 4 m.

Each line has its own defenses against the cliff - here you cannot say in a nutshell. For example, on lines 6, 10, 35 kV, which are often found in settlements, if one wire breaks and falls to the ground, the line does not turns off - in this mode, the line can work for several hours until the maintenance personnel identifies the damaged section and disconnects it from the network. That is, if a wire breaks, it can be energized for a long time, and while the wire is on the ground, it is better to bypass it, since it is not known whether there is voltage on it or not.
