Heating cable connection in empty pipe

we are probably not talking about water heating, but about a system that prevents water from freezing in the pipe.
Here I would recommend reading the passport of the system itself in terms of operating conditions.
For example, on the Internet they write this:

Depending on the emitted temperature, the thermal cable is divided into three classes:
1. Low temperature. Heating of the cable is possible up to 65˚C maximum, while the specific power is 15 W / m. If you need to protect pipes from freezing, or to defrost them, you can choose it. Other similar surfaces with a small diameter and volume can also be heated by it.
2. Medium temperature. It produces a maximum heating temperature of no more than 120˚C, with a power in the range of 10–33 W / m. It is used for heating drainage systems, thawing frozen pipes of medium diameter, roofs.
3. High temperature. With a power of 15–95 W / m, the highest temperature can reach 190˚C. These cables are mainly used in industry.

You will most likely have a low temperature one. I suppose nothing bad will happen if he warms up the pipe even without water.

But, I repeat - everything should be written in the manual.
