How does Tula get ready for the 2015 heating season?
After the heating season( the end of April) has been completed, inspections and repair work of the worn out equipment and heating mains in the city began. It is such premature work on the preparation for a new cold season that will allow the boiler plants to be launched exactly at the scheduled time.
What does the heat supply schedule depend on?
The timing of the inclusion of heating systems in Tula depends on a number of conditions, the main of which are:
- Average temperature indicators;
- Preparatory and repair work for public utilities;
- Availability of budget funds for quality operation of boiler houses.
Today, a large part of the residential buildings and institutions of the city are prepared for the start of heating. Repair and preventive measures are carried out exactly in time. With the onset of the autumn season, thorough testing of heating networks and boiler houses is conducted. In places requiring improvements, faults are eliminated, which are then thoroughly tested. It is this attitude of communal services that allows the heat system to begin operating exactly on schedule.
Priority of heating supply in Tula
Traditionally, the first institutions of heat will receive social institutions:
- Kindergartens;
- Educational institutions;
- Hospitals;
- State institutions.
After they are provided with heat, heating systems will be launched in residential buildings. The latter will connect to the heat of industrial premises.
The optimum temperature in a residential building
If you have doubts about the quality of housing services in heating systems, make a temperature measurement in the apartment premises. The following indicators should be optimal for SANPiN 2.1.2.1002-00:
Room | Celsius temperature optimum | acceptable |
Living areas | 20-22 | 18-24 |
Kitchen | 19-21 | 18-26 |
WC | 19-21 | 18-26 |
Bathroom | 24-26 | 18-26 |
Corridor | 18-20 | 16-22 |
Driveway, staircase | 16-18 | 14-20 |
Pantry | 16-18 | 12-22 |
What to do, if heating is not given
Find out who you have a contract for the supply of heat. It can be either a management company or a heat utility directly. There you can request that you perform a clearing for improper provision of the service.
By law, heating can be turned off for a month for 24 hours( total for all days).At the same time, there can be no more than 16 hours of continuous heat( if in residential premises +12 and above), no more than 8 hours( if at home 10-12 degrees of heat) and no more than 4 hours( if the temperature is 8-10 degrees).
If these general rules are not met, for each hour of refusal of service( the total amount for the whole period), the heating fee will decrease by 0.15%.
