Social norm of electricity consumption per person.

In order to save natural resources, officials from the Government of the Russian Federation proposed in the calculations for consumed electric energy to introduce the following system of payments:

  • as a basis to take a certain amount of electricity consumption per person living and registered in an apartment or house - the social rate of electricity consumption;
  • within the limits of the social utility payment for utility services consumes one tariff at a time, and everything that is above the norm is different. Electricity norm per person

Of course, the tariff for payment in excess of the established noma of electricity consumption will be much higher, and this, in the opinion of the country's leaders, will ensure economical consumption of electric energy by the population of Russia and, accordingly, will save natural resources.

Consider the simplest example: in a residential building one person is registered, and the social norm for the use of energy resources is 50 kW per month. Over the past month, this citizen used 100 kW of electricity. It turns out that he used 50 kVT within the limits of the norm and another 50 kW( 100-50 = 50) was consumed in excess of the norm. If the normal tariff for used electricity is.for today 2rub.97 kopecks, then for light above the norm it will be necessary to pay 3 rubles.80 copecks( presumably for today).We calculate:

50kW / h * 2.97руб + 50кВт / ч * 3,80руб. = 677руб.Electricity norm per person

The cost of electricity for the past month, in our example, is 677 rubles. This is the way they propose to conduct calculations for the utilities used.

What are the expected rates of electricity consumption.

The size of the norm of consumption of electric resources will depend, first of all, on the number of people living in this room. On this basis, all households are divided into the following groups:

  • І group - one person lives;
  • II group - two people live;
  • ІІІ group - three people live;
  • IV group - four people live;
  • V group - lives five or more people;
  • VІ group - a special room for a large number of residents. Electricity norm per person

96 kWh / h - this is how much it is supposed to establish the size of the social rate of electricity consumption per person. When dividing by groups, the electricity consumption rate will be:

  • Group I - 96 kW / h;
  • II group - 156 kW / h( standard standard plus 60 kW / h);
  • ІІІ group - 206 kW / h( 156 kWh / h + 40 kW / h);
  • IV group - 246 kW / h( 206 kW / h + 40 kW / h);
  • V group - 286 kW / h( 246 kW / h + 40 kW / h).

When implementing this system of payment for electricity consumption it is also proposed to provide the following conditions:

  1. If one pensioner lives in the premises, then in the first year he pays for all electricians consumed( even if he spent it above the standard) at a reduced base tariff, and in a year -taking into account the social norm.
  2. People who live in emergency homes with over 70% wear will add another 50% to the usage rate, for payment at the base rate.
  3. Residents of rural areas will be added to the standard of 90 kW / h;
  4. If an electric stove is installed in the room, the standard of electricity consumption in this case is increased by 43 kWh per person;
  5. If the house has a common electric meter, then in the heating season there will be a markup on the norm - 3000 kW / h;
  6. Electricity used in the suburban area will be calculated as the І group;
  7. Military units and religious organizations pay for electricity at the tariffs of the social standard of the sixth group.

The government's decision has been postponed, for the time being, for two years, but in some regions of Russia they are already trying to apply the electricity consumption standard. What will come of it - time will tell. Electricity norm per person
