In the conventional interpretation, in fact, there is no difference. But first we should point out the fundamental difference in the concepts of "supervision" and "control.""Supervision" is from the field of law, and it concerns questions of observance of legality at behavior of various kinds of works. But "control" refers to the activities of the economic( production), therefore, is related to the quality of performance of operations and the like.

Of course, this interpretation is simplistic, but the meaning is clear."Supervision" does not "pay" attention to the correctness of carrying out certain measures, their validity, the need for each specific case( and this is the rise in the cost of construction!), Quality, and so on. The main task is observance of legality. But "control" is a more comprehensive concept.

Therefore, one way or another at certain stages will have to contact specialists.

It is not necessary to speak about "shabashniki".They can be saved, but what kind of responsibility do they bear? What and how with them then, if necessary, you can ask and collect? In detail, we have already considered the selection of a brigade for repair and construction. In each specialized organization, there is either an expert( s) or an entire unit involved in supervising the progress of work. But will they go to the conflict with their superiors in case of violations? In many cases, they will simply "close" their eyes and pass by, as they receive a salary in the organization of the Contractor and, therefore, are interested in the fastest development of funds.

Therefore, concluding the contract for a certain type of work, it should be stipulated that the construction control will be carried out by an independent expert. And here it immediately becomes clear, "what is" the chosen organization of the Contractor.

If it does not have a high quality of execution, allows technological mistakes, simplifies individual operations, then the question with third-party expertise from the relevant employee will cause a "painful" reaction. Well, everyone can make a conclusion on their own.

Of course, independent expertise will require additional costs. But it is worth it, since it will avoid further large financial losses and a strong "headache".With what they can be connected?

  • Wrong estimate by the Contractor, unreasonable overstatement of prices for both work and materials. By the way, many unscrupulous firms are engaged in this, using the ignorance of the Customer in matters related to this area.
  • Simplify the technology of operations. As a consequence( often after some time, after the end of the warranty period) - distortions, deformation of individual elements, cracks, leaks and so on. The most "problematic" and "costly" defects can be caused by improper draft or displacement of the foundation. How much this will create problems and will require money, it is not worth talking about.
  • The use of cheaper products leads to deterioration of such important characteristics as thermal conductivity, strength, moisture resistance and a number of others. So, we will have to deal with additional waterproofing, warming and so on.
  • Changing, for example, schemes for laying communication routes without coordinating with the owner. As a rule, a private developer almost always has to believe the word of a foreman that "this is how to make it better and more convenient."But often such an "innovation" leads to a deterioration in the quality of the system, which the customer does not suspect, and the masters win in time. And the payment is already included in the estimate as for the whole range of works on the installation of a specific "thread".Consequently, the Contractor receives part of our money "for nothing", and with our own consent.
