The need to install an OPS system in any residential building is obvious. Moreover, there are a sufficient number of regulatory documents, according to which the installation of security and fire alarms is a direct responsibility of the owners of some objects( for example, administrative purposes).What rules and regulations for the organization of fire alarm systems exist for private homes is the topic of this article.
Legislation does not provide for the arrangement of fire alarms in a separate apartment.
Reasonable question - is it necessary to know the "privateer" rules and regulations in this area? He is his own master, and the security of the property is entirely his problem. However, the situation is very different. For example, disputes on insurance payments, claims of owners of adjacent sites. In the course of various proceedings between the inspector of the fire / supervision and the owner of a residential building, conflicts often arise. One of the reasons is the lack of legal literacy of the latter.
Therefore, if a private house is built earlier, then this standard document does not apply to it. This is something the inspector does not always take into account. Consciously or unknowingly, the question is different, but such misunderstandings are not singular.
Conclusion - living in a private house, you need to know the main provisions( in terms of fire alarms) of the following documents:
- already specified by Federal Law No. 123, primarily its art.83;
- SP No. 5.13130 of 2009;
- of the NBC No. 106 of 1995.
Basic rules and regulations of
- The owner is obliged to provide free travel of special vehicles. The minimum width of the road( with sidewalks, curbs) is 6 m.
- The route for the entrance of the car / car should not be blocked by foreign objects, garbage.
- Distances of residential buildings from each other are determined depending on the combustibility class of materials and their features. For example, for brick houses( in the absence of door and window openings in adjacent walls) - from 6 m, not less. In other cases, there may be more. At 5 degrees of fire resistance( for example, houses made of wood, baths) - a minimum of 15 m. To specify exact data with reference to concrete constructions located near to a private house, it is possible under the corresponding table in ФЗ №123.
- The installation of the OPS is carried out only in accordance with the project coordinated with the supervisory authority, and by the specialists of the organization that has a certificate for this type of work.
Ideally, fire alarm elements should be installed in all areas of the house. As practice shows, the effectiveness of extinguishing fire, not least depends on the timely detection of ignition. Here is an example of one of the sets of the simplest OPS.
Therefore, such common and elementary means as a fire extinguisher, a hog and a shovel, for a modern private house, taking into account its interior finish, is clearly not enough( although they should definitely be - on the firefighter's complete set read here).Sensors that react to heat and smoke( and connected to alarms), at least in a cottage( house) should be mounted.
The choice of this or that fire alarm system depends not only on the dimensions of the house and storeys, but also on the specifics of the project( the location of windows and doors, walkways and so on).
It is hardly advisable to purchase a set of OPS - it is better to pay for a professional project and installation of the system by qualified specialists. It will cost about 300 - 350 rubles for each m², "covered" with a train. Or at least pre-consult. Those owners who make their own decisions often make mistakes, incorrectly choosing fire alarm systems for their home.
There are enough "ticklish" questions. For example, is it allowed to burn garbage on a personal farmstead? By the way, in many regions it is forbidden. And if so, what are the rules that must be observed at the same time?
