So, the easiest solution to the problem is to turn off the lighting line, then use pliers to secure the cap carefully and unscrew it from the cartridge that is left. In general, there is nothing complicated, and time such an event will not take much. The only drawback is a high probability of damaging the cartridge, but if you do everything neatly, there will be no problems.
We immediately draw your attention to the fact that you will do the dismantling of the bulb when the light is off, so take a flashlight with you. If the light is gone, and there is nothing suitable at hand, try to highlight the phone, too high-quality lighting is not needed here!
There is another option to unscrew the light bulb, which has burst by itself - take an ordinary plastic bottle, lightly melt the neck with a lighter, and then insert it into the broken base for 10-15 seconds. Once the melted plastic has solidified, gently turn the bottle counterclockwise. Such a simple lifhak for an electrician certainly will not damage the cartridge and it will not take long to extract the bulb. 
There is still a lot of simple options that will allow to unscrew the broken incandescent lamp without special effort, which burst at power-up. For example, you can replace a broken bottle with a potato, a lump of electrical tape( sticky side out), a dry soap, a newspaper, etc. These items need to be firmly inserted inside and gently turned counter-clockwise( if anyone does not know which way to turn the light bulb).

By the way, in most cases the bulb is broken when removing the stuck cap that is stuck in the cartridge. In order to unscrew the incandescent lamp without problems in the future, before drawing it in, draw the base with a simple pencil( graphite will prevent the subsequent boiling).
