As it was before

Until 2019, electricity was paid at a base rate, depending on:

  1. From the category of residence (payment for rural residents was 30% less than for people living in a metropolis).
  2. From the number of people registered in the apartment (house).
  3. Whether there is an electric stove in the dwelling and whether electricity is used for heating. If such equipment was initially provided for by the project, then electricity was paid at a rate 30% less than in houses with gas supply.

The electricity tariff was adjusted once a year.

What changed

From July 1, 2019, at the suggestion of the government, the new billing system should approach consumers in a differentiated manner, therefore, at present:

  • The rate is calculated not by the number of people, but per household (apartment, house).
  • The size of the social consumption rate is limited to 300 kWh, which can be paid for at a reduced price.
  • Households spending 300-500 kWh are allocated in a separate category, with a base rate close to the social one.
  • Points with a monthly consumption of more than 500 kWh are converted to a commercial tariff.
  • Garage cooperatives, garden societies, and other organizations, whose payment rates were previously the same as for ordinary citizens, are transferred to special rates.
  • The plan is to phase out the 30% benefit for households with electric heating and electric ovens. In this situation, Moscow is used as an example, where Mosenergosbyt supplies electricity to the population at a price of 5.38 rubles per kWh, with a social norm of 300 kWh. Everything spent over this indicator is paid at a rate close to the existing one.
  • Prices will increase twice: at the beginning of the calendar year (January 1) and six months later (from July 1).

Now, if no one is registered in the household, and the electricity is controlled by the meter, it will be necessary to pay according to its readings. In the event that no one lives in the dwelling, you can stop paying for unused services. To do this, you must apply to the housing company, documenting your right to property. There are two possible solutions to the problem:

  1. Electricity will no longer be supplied to the room, it will be temporarily turned off.
  2. Electricity bills will be suspended during the absence of residents. In this case, it will be necessary to submit documents confirming their stay in another place (travel documents, sick leave).

The planned increase in electricity prices in 2019 should not exceed 4% compared to last year. This value corresponds to the inflation rate for this period.

Nevertheless, this value is not the same for different subjects of the Russian Federation. This is due to the fact that the local authorities of each region independently establish the level of growth in the cost of utility bills. On the basis of these norms, the housing and communal services apparatus forms prices for services, taking into account that the increased tariff cannot exceed 4% of inflation in the country.

Electricity cost in Moscow and St. Petersburg

In Moscow and in the region, the cost of electricity depends on the area of ​​residence. For example, in old Moscow, the cost of electricity consumption is higher than in new areas. In the summer of 2019, electricity did not become more expensive in the old districts of Moscow. Its cost was:

  • for single-rate meters - 5.38 rubles. per kWh;
  • on two and three-rate meters for the peak period - 6.46 rubles. per kWh and for the half-peak period - 5.38 rubles. per kWh.

The night tariff increased by 12 kopecks, 1 kW * h cost 1.92 rubles.

Residents of new districts of Moscow paid 30 kopecks more on a single-rate meter, the amount to be paid was 4.3 rubles.

Since July 1, 2019, electricity in St. Petersburg has become more expensive, the single tariff has reached 4.53 rubles.

The average price increase in St. Petersburg was 6%.

The cost of kWh for two-tariff meters was:

  • for the daytime - 4.82 rubles,
  • for the night - 2.78 rubles.

For three-rate meters:

  • RUB 4.85 in the peak zone,
  • RUB 4.82 - during the day,
  • 2.78 RUB - in the evening.

If there is no gas, those living in households with electric stoves paid for kWh at a price of 3.4 rubles.

Tariffs by region

The tariff of each of the constituent entities of the Russian Federation differs markedly from each other.

In July 2019, electricity was supplied at the lowest price in the Irkutsk region. Its cost was 1.06 rubles. per kilowatt hour. In comparison with the first half of the year, the increase in the region was 5%.

In the Chukotka Autonomy, there was no rise in prices, apparently because there the tariff is already the highest in the country - 8.2 rubles. per kilowatt hour.
