Regulations

In the Decree of the Government of the Russian Federation of May 24, 2017 No. No. 624 "On Amendments to Certain Acts of the Government of the Russian Federation on the Introduction of Full and (or) Partial Limitation of the Electricity Consumption Regime, as well as application of seals of business entities "describes the main changes in other regulatory documents that relate to the regime of limiting the consumption of electricity and the grounds for its introduction. What is exceeding the permitted power

Let's say that we have an object for which the installed electric power is, for example, 15 kW. The facility will not be accepted into operation if the input and distribution of electricity does not correspond to the issued TU for connection to the power grid or modernization of the existing system. It is usually limited to lead-in circuit breakers.

But let's say you unauthorized, in other words, yourself, replaced the circuit breaker with a higher current. Or connected to the network bypassing the meter. As a result, you will be able to connect more electricity consumers, although under the contract you are prohibited from doing this.

After that, an energy sales employee came to you and measured the actual consumption by input, for example, 20 kW. Then the fact of excess is considered fixed.

How the problem is fixed and on what grounds

The basis for the introduction of the restriction mode can be accidents or work on electrical lines. But this does not apply to the topic of the article. In our case, the restriction is introduced after fixing the fact of increased consumption. For this, employees of a network or sales organization measure real consumption.

Important! Power sales workers can come to measure the actual power consumption at any time. Although, according to the Decree of the Government of the Russian Federation of May 6, 2011 No. No. 354, they are required to agree on a convenient time orally, and can also send a written notification of inspection or planned work, but no later than 3 working days before start.

After that, an act is drawn up. Make sure it includes meter type and government compliance, verification and certification information. A photo or video is attached to the act.

The limiting mode can be entered immediately after the maximum power has been exceeded. The organization is obliged to notify about the introduction of the regime by phone, e-mail or SMS. After 10 days after notification, the company may disconnect your facility from the power supply.

Than excess threatens

If you were connected to the network bypassing the meter or used electricity without a contract, you are considered power consumption according to the maximum current that can flow through the input cable in the period since the last checks. And the restriction will not be lifted until the debt is paid off and (or) the reasons for exceeding the capacity permitted by the technical conditions are eliminated.

Important! The act of unaccounted electricity consumption is drawn up only in case of connection without a metering device or bypassing it. And it is compiled with the involvement of two uninterested persons and a video or photographic recording of the process.

In simple words - until you turn off the "extra" consumers, return the circuit breakers to the values ​​specified in the contract, and so on. Fines for exceeding electricity consumption (read as non-compliance with the terms of the contract) can be provided for by contracts with the power supply company.

After fixing the excess by the consumer of the power allowed for use and drawing up an act, devices can be installed at the input of electricity to the consumer, such as:

  • UOMPE;
  • Network protection devices (CCD);
  • Residual current devices (RCD) and others.

Grounds for lifting the restriction
