Hello! Where does it connect to the ground?
You write that there is a phase and zero going to the site, but at the same time there is grounding in the shield, why was the earth not allowed into the house? One corner in the ground - this can be bad grounding, because its quality depends on the number and length of electrodes, as well as on the ground.
Why is a self-supporting insulated wire laid underground? Not the best choice for underground installation, if only because it is intended for overhead lines.

What do you mean "make the outline in the house itself"? Although the ground loop can be placed even in the basement, it is better to do it 1 meter from the foundation of the house. Yes, in any case, a circuit of three electrodes (triangular) will be of better quality than what is now, but try to use as long as possible electrodes, you can also scald them additionally underground (dig a hole), then the strip of which you weld them will also act as an additional electrode.

If you are going to make a TT grounding system, then it is enough to connect all the "protective" contacts of the sockets and the device cases to this circuit, if TN-C-S, then you will have to do zero separation in the switchboard in the house (connect the PE-bus and the N-bus between by yourself).

Perhaps I did not fully or incorrectly answer your question, please ask again, because now it is not entirely clear to me what exactly you wanted me to describe in detail.
