To begin with, your question all raises a number of other questions:
  1. You write "the counter has burned out", but then you write "Does it happen that the counter just fails?" But you have it burned down, right? So it happens.
  2. How did you change to a new one, did you remove the seals from the old one? If they were filming, then they probably recorded the last readings of the old meter, then why twist it?
  3. Why do you think you need an old meter when sealing?
  4. Why twist the readings from the old one? Want to pay less? Our site is not engaged in fraud and assistance in this. Maybe it is possible, but even if so, it is extremely difficult to see from here which counter the "old" one used to have.
