Good afternoon - just put in a voltage regulator. The transformer and the circuit will come out more expensive. Plus you need to either assemble something with a microcontroller to turn on the transformer relay or switch through a voltage relay.
But you can do this:
Voltage relay where the output is a three-contact relay (normally closed and normally open contact). In it, when the voltage goes beyond the set limits, this relay is activated, switching the NC and NO pair. Thus, feeding or disconnecting a phase from the load. Then connect the relay and your transformer to the normally open pair.

p.s. Better buy a voltage regulator. And less space will take up and will be cheaper and more stable as a result. If it's expensive, buy small, individual stabilizers, only for especially expensive and important devices (refrigerator, washing machine, computer). But the main problem is your 140V - this is too little for most stabilizers ...

By the way, you can do the same as you ask, only not on the transformer, but on the autotransformer - it will be better.
