How does Kaliningrad prepare for the heating season 2015?
The main federal law that determines the beginning and end of the heating season is the government decree "On the procedure for providing public services to citizens" dated May 23, 2006.It is these provisions on the legitimate level that can determine the order of operation of the boiler-houses of the city.
For 2015, the preparatory work went exactly according to plan. All the planned repairs were carried out in accordance with the allocated budget funds. According to the administration, the errors in the operation of the heating network, water supply and power supply - the three main components in the full functioning of the heating system - were checked and eliminated.
What does the heat supply schedule depend on?
The timing of the inclusion of heating systems in Kaliningrad depends on a number of conditions, the main of which are:
- weather conditions in the city and the region;
- availability of funds for timely start of heating;
- compliance with the timing of repair and maintenance work with the system.
The city administration of Kaliningrad has allocated significant sums for repair and maintenance of heating systems in 2015.All of them were spent to the fullest.
Today, almost half of consumers have prepared for the start of heating, exact figures are not yet indicated, however, repair and preventive measures are carried out exactly in time.
Priority of heating in Kaliningrad
Traditionally, the first institutions of heat will receive social institutions:
- establishments that are designed for visits by children( kindergartens, schools);
- hospital;
- state institutions;
- apartment houses( starting heating in apartments will be carried out gradually).
Indeed, after they are provided with heat, heating systems will be launched in residential buildings. The latter will connect to the heat of industrial premises.

What to do, if the heating did not give
Find out with whom you have a contract for the supply of heat. It can be either a management company or a heat utility directly. There you can request that you perform a clearing for improper provision of the service.
By law, heating can be turned off for a month for 24 hours( total for all days).At the same time, there can be no more than 16 hours of continuous heat( if in residential premises +12 and above), no more than 8 hours( if at home 10-12 degrees of heat) and no more than 4 hours( if the temperature is 8-10 degrees).
If these general rules are not met, for each hour of failure to provide the service( the total amount for the entire period), the heating fee will decrease by 0.15%.
