Energy saving and energy efficiency of buildings - should we pay attention to this?

With the development of technologies, the issue of energy saving is acute, as rational and economical use of energy resources to provide the same level of energy costs allows to reduce costs for utilities, reduces the use of natural resources, and also reduces the negative impact on the environment. It should be noted that energy saving is a thrifty attitude to energy resources, energy conservation, and energy efficiency implies the effectiveness of energy costs, the use of new technologies.

The Law of 23.11.09, No. 261-FZ "On Energy Saving and on Improving Energy Efficiency and on Amending Certain Legislative Acts of the Russian Federation" accompanies many discussions among the population, due to a number of innovations.

Why do we need a law on energy conservation?

For example, the law provides that buildings, buildings and structures must be equipped with energy efficiency meters - at all costs residents must install water, gas, heat, light, individual and general counters before July 1, 2012.The purpose of the law is the introduction of European energy conservation rules, which will significantly reduce the cost of both the state and the consumer. The law provides for the gradual introduction of changes in the field of energy conservation. For example, starting in 2011, a ban on the implementation of incandescent bulbs of 100 watts or more, from 2013 on lamps of 75 watts or more, from 2014 - 25 watts or more. But the most interesting, energy efficiency can now be seen on the street - the buildings themselves are assigned energy efficiency classes - information about which should be placed on the facade of the building.

Energy saving and energy efficiency of buildings - should we pay attention to this?

In total, the law prescribes six classes: "A", "B ++" / "B +", "B", "C", "D", "E", that is, "highest", "elevated", "high", "normal "," low "and" low ", respectively. So new energy-efficient buildings can be reckoned from "A" to "C" after reconstruction, old buildings are satisfied with classes "D" or "E".Residents of the latter will have to fork out to pay for utilities in comparison with facilities that have a plate of energy efficiency "A".

The standard of such a plate is provided by law. It should be white, glossy, 30x30 cm in size, it should be placed on the facade of the building at a height of 2-3 meters from the ground, at a distance of 30-50 cm from the corner. The responsibility for the manufacture and installation of such a sign shall be borne by the owner of the building or organization.

Mandatory energy efficiency labels are for all apartment buildings, for other buildings, an energy efficiency assessment can be carried out at the request of the developer or owner. The law also provides for exceptions for monuments of culture, religion, history, temporary buildings, summer cottages, garden houses, auxiliary buildings, objects of individual construction. Now the issues of energy saving are fixed at the legislative level and will help the country and its inhabitants to significantly improve the quality of life.
